Open Question: How to adopt a 2 year old?

My husband and I have an appointment with an attorney Monday to meet about adopting a 2 year old girl. We are just curious what to expect, how long its going to take, if we have to foster before, and stuff like that. We have never fostered a child before. We have a 2 1/2 year old son already. My husband is in the Navy and we will be moving from San Diego to Washington state in December, will that effect our chances of adopting because we are moving?
