Open Question: Cell Phone Upgrade Price?

I get my upgrade for AT&T in about a week, and im not sure how much it'll cost with sales tax and maybe activation fee. I already have a working sim card with a data plan on it so i wouldnt need a new one. I live in washington state, and im not sure what the sales tax is. Would i have to pay tax if i bought it online?
