Open Question: My cousin wants to transfer his probation to another state, how long will it take?

So, my cousin is on probation in Washington state. And his wife found out that she will be transferred from her job to another state, Oregon. They will have to move, and he is worried he won't be able to go with them. He has a felony for having possession of a controlled substance., Or something, not to sure on his convictions. He is looking towards a new job himself here in Oregon too.
